A conduit on an exterior wall is a wet location inside
Protection from weather is the condition that separates damp from wet, and a great deal of what people call damp outdoors falls on the wet side of it. Classify first, look up second.

Why this is a lookup and not an opinion
Dry, damp and wet are defined terms in Article 100. Each has a written definition, and once a location falls inside one of them the permitted wiring methods and the permitted equipment follow from it.
So every item in this territory has the same hidden first step. The scenario describes a place in trade language. The code answers in classification language. Nothing else in the item resolves until you have translated one into the other.
Candidates who skip the translation are not guessing at the rule. They are applying the right rule to the wrong classification, which produces an answer that survives a second look and is still wrong.
The dividing line, in one condition
Damp requires two things at once: the location is protected from weather, and it is not subject to saturation with water or other liquids, while still seeing moderate moisture. Lose either half and you are not in the damp definition any more.
Wet picks up what damp drops. Anything unprotected and exposed to weather is wet. Anything subject to saturation is wet. And anything underground, or in a concrete slab or masonry in direct contact with the earth, is wet, however dry it feels to the hand.
That is why the code says wet about places a tradesman would call damp. Rain reaching a surface is not a degree of dampness in this vocabulary. It is the absence of protection, and the absence of protection is the whole of the test.
A vehicle washing area is the example the wet definition names for saturation, and it is worth remembering because it is the limb people forget. A room can be indoors, roofed, heated and still wet, if it gets hosed down.
The damp definition lists interior examples too, and it hedges every one of them. Some basements. Some barns. Some cold-storage warehouses. That word is doing real work, because the definition does not classify all basements as damp, and a finished, heated, conditioned basement is not the basement it is describing.
Which places the definitions settle on their own
Each of the three definitions names examples of its own, and an item that reuses one of them is decided the moment you recognize it. These are the ones worth having cold.
- A conduit run on the exterior wall of a strip center. The wall is unprotected and exposed to weather, so it is a wet location, and the inside of that conduit is a wet location too (NEC 300.11).
- A raceway or enclosure installed underground. Wet on the first limb of the definition, and its interior is separately classified wet by the underground section (NEC 300.7(B)).
- A roofed loading dock or an open porch under a canopy. Partially protected and not subject to saturation, which is the damp case the definition spells out with canopies, marquees and roofed open porches.
- A vehicle washing bay. Named in the wet definition under saturation.
- A building under construction that will be dry when it is finished. The dry definition says in terms that a dry location may be temporarily subject to dampness or wetness.
Others the definition does not settle, and an inspector does. An unheated crawl space, a walk-in cooler, an open parking structure, a pier, a planter bed with landscape lighting in it. Work those through with the definitions open and write down the reasoning rather than the answer, because the reasoning is what an item is testing.
The inside of a raceway is classified separately
Where raceways are installed in wet locations above grade, the interior of the raceway is itself a wet location (NEC 300.11). Underground, the interiors of enclosures and raceways get the same treatment from the burial section (NEC 300.7(B)).
Neither of those is in Article 100. They are Chapter 3 sections doing a job the definitions do not do, and a candidate who looks for them among the definitions will not find them.
The physics makes them stick. A metal pipe outdoors heats through the afternoon and cools overnight, breathing damp air through every fitting as it does, and water condenses inside where it has nowhere to go. Underground raceways skip the subtlety and simply fill.
Watch the condition on the above grade rule. It says raceways installed in wet locations. A raceway under a canopy is in a damp location, so that sentence does not reach it, and an item can be built on exactly that difference.
In the 2026 book those two sections are 300.11 and 300.7(B). In the 2023 book they are 300.9 and 300.5(B). Article 300 moved down two sections this cycle and old tabs land two sections short.
Which is why the letters on the jacket matter
The practical consequence lands on insulation type. THHN and THWN read like the same wire and are not. The W is a moisture rating, and the application provisions for each type are printed in the conductor application table in your own book.
On a job site this almost never bites, because most building wire on the shelf is dual marked and satisfies both. That is exactly why it is good material for an item. When a stem names a single-rated conductor and puts it in an outdoor raceway, the naming is deliberate and the classification is the entire question.
Read the marking the item gives you rather than the wire you would have pulled. If it names a type, look the type up.
Equipment listings run one way and only one way
Luminaires installed in wet locations shall be marked Suitable for Wet Locations, and luminaires installed in damp locations shall be marked either Suitable for Wet Locations or Suitable for Damp Locations (NEC 410.10(A)).
Read the second half of that. A wet listing is accepted in a damp location. A damp listing is not accepted in a wet one. The permission runs in one direction only, and it gets reversed under time pressure more than almost anything else in Chapter 4.
The same asymmetry shows up in enclosure and fitting selection, and the 2026 book added a drainage requirement for raceways in wet locations above grade (NEC 300.11), so a raceway that traps water is a finding rather than a preference.
Dry survives a soaking, and that is the trap
A dry location is one not normally subject to dampness or wetness, and the definition adds that such a location may be temporarily subject to dampness or wetness, as in the case of a building under construction.
A partially framed building whose finished interior will be dry is a dry location while it stands open to the sky, because the finished condition is what classifies it. A candidate who reasons from what they can see on the day answers wet and loses the item.
The word carrying that is normally, and it runs both directions. A shell space that is dry today and will be a wash bay when the tenant fits it out is not normally dry, and the fit-out is what it is normally going to be.
A different axis entirely, which items exploit
Hazardous classified locations are a separate system with separate vocabulary, and a wet location is not a classified location.
Some places are both. A vehicle washing bay is wet by definition and may sit near classified space for other reasons. When a scenario carries both, the two questions are answered from different chapters and neither answer decides the other.
Read which one the item is asking. The giveaway is usually the word the stem uses. Moisture language points at Article 100 and Chapter 3, while material and vapor language points at Chapter 5.
What the classification actually changes
Six separate lookups hang off the answer, and an item can be built on any of them.
- Which wiring methods the article permits. The uses-permitted and uses-not-permitted lists in a Chapter 3 article are written in these exact words, which is why the classification has to be settled first.
- Conductor insulation type, from the application provisions in the conductor table.
- Enclosure and fitting selection, including whether a box is listed for damp or wet use and whether it needs to drain.
- Receptacle and cover selection outdoors, where the weather-resistant device and the in-use cover are two separate requirements answered in Article 406.
- Luminaire markings, where suitable for damp and suitable for wet are different marks and one of them is accepted in both places.
- Terminations near earth. An aluminum or copper-clad aluminum grounding electrode conductor outside a building or an equipment enclosure shall not be terminated within 18 inches of the earth (NEC 250.64(A)).
That last one is not a location classification rule at all, and it is on this list because it comes from the same physics. The bottom of a run outdoors is the wettest part of it, and several unrelated sections quietly account for that.
The order of operations
- Ask whether the place is protected from weather. Unprotected and exposed puts you in the wet definition before you consider anything else.
- Ask whether it can be saturated. Saturation is wet whatever the roof over it looks like.
- Check whether an enclosure or raceway is involved, because its interior is classified by its own section rather than by the room it is in.
- Take the classification into the method article and read both the permitted and the not-permitted list.
- Then answer what the item is actually asking: conductor type, enclosure, device or luminaire.
Ten of the fifty-six scored items on the journeyman knowledge portion come from wiring methods and materials, and location classification sits underneath a large share of them without ever being the visible subject.
